When installing axles, does the load limit on t he axle change if it is mounted above the leaf spring as opposed to under the leaf spring?

The weight capacity of the axle does not change whether it is installed over or under the leaf springs. Axles are made to be installed over the leaf spring, but there are kits like the Dexter Trailer Springs Over-Under Conversion Kit for 3 inch diameter axles # K71-385-00 or # K71-384-00 for 2-3/8 inch diameter axles. These conversion kits simply provide longer u-bolts and give you a spring seat on top of the axle for connection.
These conversions raise the height of your trailer by the diameter of the axle as well as the height of the spring stack on your leaf springs. This lift will change the center of gravity on your trailer.
