Do the factory fog lights have to be removed to use this hitch?

I spoke with my contact at Draw-Tite to verify and he said that the OEM fog lights will have to be removed to install Front Mount Receiver, # 65022. If you wish to retain the lights they will have to be relocated. I have included a link to the installation instructions for you.
