For the Rhino Rack foot kit part # RRSX032 that you referenced I attached a link to the install instructions.

I also attached a picture that I took from the install instructions that covers the locking portion of the rack.

The pins that attach the #RRSX032 to the rails of your 2017 Hyundai Santa Fe are a key component to the rack attaching to the vehicle roof securely. You will need to keep them intact.
