The Rhino-Rack SRB Legs # RRSX032 along with a compatible set of Vortex Crossbars like # RRVA137B-2 are confirmed to fit your 2017 Hyundai Santa Fe that has the flush mounted rails.
In doing some research, it does look like there is a particular step in the instructions that may cause some issues when trying to secure the legs to the factory rails. We have had a customer come back with a similar experience to yours and stated that during step 3 of the instructions (image attached), you will want to make sure that the small pin on the metal plate of the leg is completely into one of the three holes on the roof rail. If it is not firmly seated, the legs won't be able to securely tightly enough.
I have also attached an installation video on the Santa Fe that you can use for reference. If you are still having issues, please let me know and I will be happy to look into this further.
