How do I get a pop up on a 1999. To reverse and go down

Without knowing the make and model of your pop-up camping trailer, all I can do is give you some general help. It sounds like you can get your pop-up camper roof up but are not able to get it to ratchet back down for towing. There is often a reverse pawl that you need to switch if you have a standard hand winch that will allow you to slowly let the top back down. In order to switch the cam lever, you may need to first add tension to the gears by raising the roof slightly and then moving the pawl when there is not weighted tension on it.
