So this hitch you sell C31028 will bolt on to frame side to side and below existing double tube existing on jeep .mine is a 2002 wrangler T J sport

To add a front mount trailer hitch to your 2002 Jeep TJ with a tube style front bumper you will need to use Curt front mount hitch # C31028. It attaches to the frame of the Jeep and will sit underneath your front bumper.

For your 2004 Jeep Wrangler TJ we have a front hitch that's designed to fit underneath the front bumper with the Curt #C31028 which would be your best option, but there isn't a way to mount a #31408 on top of the bumper that you have.
