The hitch on my Atlas is 10 1/2 inches high- My boat trailer coupling must be 16 inches high to be level- What type of hitch/adapter should I use- The boat and trailer are 1500lbs-

A high-low adapter like the Roadmaster Adapter # RM-076 that you referenced is designed for use with a flat towing setup, but I do have a solution for you to tow your trailer level with your 2018 Volkswagen Atlas.
If the 10-1/2 inch measurement that you took of the hitch receiver on your Atlas is from the ground to the top of the inside of your 2 inch receiver, like the Curt # C13366, then you will need a ball mount that has at least a 5 inch rise as rise and drop measurements typically go by 1 inch increments. This is assuming that from the ground to the bottom of your trailer coupler is the 16 inches that you measured.
The Curt # C45336 ball mount has a 5 inch rise and is rated for a 10,000 lbs trailer with a max tongue weight of 1,000 lbs. A hitch ball, like the 2 inch # A-90, and Pin and Clip, like part # C21500, are sold separately.
If by chance you have a trailer hitch with a 1-1/4 inch receiver opening, like the Draw-Tite # 36635, you will then want a different ball mount that is compatible with the smaller hitch receiver opening. For this application you can use the Curt # C45014 which has a 5 inch rise and is rated to tow a 3,500 lb trailer with a max tongue weight of 350 lbs. You can use a 1-7/8 inch hitch ball # A-80 or a 2 inch hitch ball # A-82 along with a Pin and Clip # F-4 to complete this towing setup.
