Wired up the controller as described. Black to black, blue to blue, red to red and white to white per my local UHAUL instructions. Brake controller doesn’t even turn on. Not even lighting up. Is there something I’m missing? Some setting on the computer??

It sounds like you are hardwiring your Prodigy P2 # 90885 trailer brake controller. If the controller is not powering up the issue would be on the black wire that delivers 12V operating power to the controller via a circuit breaker like # PK54230. The white ground wire also of course must be connected to the battery negative terminal.
You can refer to the linked article on brake controller installation to see the complete wiring scheme. The red wire connects to the cold side of the brake light switch and this delivers the triggering signal to the controller to tell it to generate a brake signal for the trailer. This output signal travels on the blue wire out to the 7-way trailer connector.
If your Range Rover has a factory-installed 7-way you will install the P2 using the quick-connect wiring adapter # 3035-P.
