I have 2 carbon frame bikes. Does anyone make a good tilting/swing away rack for carbon fiber frames that allows the tailgate of a 2017 GMS Sierra 3500 to be fully lowered?

For a carbon fiber bike, you'll want to look more to Wheel Mount racks, as making no contact with the frame reduces the risk of damage to the bikes.
One of the most feature heavy and popular racks is the Kuat NV 2.0, part # NV22G. This wheel mounted rack is designed with road and carbon frame bikes in mind, offering lightweight, easy storage for the bikes on the rear of your vehicle. Integrated hitch and cable locks provide excellent security for the bikes.
The Kuat NV 2.0 can fold up and tilt away from your vehicle, and I've included a video of it on a Nissan Frontier showing how it interacts with the hitch and a bike in the front position.
An interesting feature of the rack is the integrated repair cradle, useable when the rack is folded up against the vehicle. This lets you lift a bike into its cradle puts the wheels and frame at a more accessible height, letting you easily modify, maintain and repair your bikes on the road.
A great swing-away model is the RockyMounts BackStage, part # RKY10002. This swing away wheel mount rack has a massive 48 inch to the side swing, completely getting out of the way of most truck tailgates. One of my favorite applications for this is a camper shell with a built in drawer, using the swing-away functionality to clear the bikes to access the drawer. I've included a picture of this so you can see how far this rack moves.
Additionally, this is one of the easiest to swing away racks that I've come across, and includes integrated hitch and cable locks for your bikes to keep them safe and secure. This rack also tilts away and folds up, though it isn't as good at letting the tailgate be used when the rack isn't swung away.
I've included video of both of these racks so you can see them in action and compare their features and make the best choice for your adventures.
