Question:

I have a 5th wheel trailer with the standard steel rear bumper and a 2in. hitch where I have mounted a cargo carrier. The distance from the rear bumper to the carrier is 17 in. Can I mount a Swagman platform-style 2 bike rack to the rear bumper and will it fit between the bumper and cargo carrier?

I may have a solution for you, however all of our standard bike racks rated for RV use like the Swagman Platform-Style 2 Bike Rack # S64663 that you referenced are going to extend too far out past the rear bumper to fit between it and your cargo carrier.

I instead recommend looking at the Thule Range 4 Bike RV Rack - 2" Hitches - Steel, Item # TH9057.

Another possible solution is to use the Stromberg Carlson Bike Bunk # CC-275 with the Thule # TH9057 or the Swagman 2 Bike Rack # S64663 that you were looking at. The Bike Bunk will mount on the A-frame of your trailer tongue for use with the bike rack, leaving the rear of your 5th-wheel free for your existing cargo carrier. The Bike Bunk fits A-frames that are between 14 and 55 inches wide. I have attached a video demonstration on this system so you can get a better idea as to how it works.
