When determining the rise or drop needed for a ball mount, there are two measurements you will want to take.
Starting with your 2017 Chevy Silverado, you will want to take a measurement from the ground to the top of the trailer hitch receiver when the truck is on level ground. Then on your trailer, you will measure from the ground to the bottom of the coupler. If the hitch height on your truck is higher, you will need a ball mount with a rise, if the coupler measurement is higher, you will want one with a drop. You will simply select a ball mount that features enough rise or drop that is closest to the difference between your two measurements.
Going with an adjustable ball mount like what you are looking at will give you much more flexibility, especially if you plan on towing more than one trailer. You will just want to make sure the maximum rise or drop on the ball mount is sufficient for your trailer(s).
I definitely recommend the Fastway 2-Ball Mount # FA42-00-2625 that you referenced in your question. This is an adjustable ball mount that features a rise of up to 6 inches or a drop of up to 6 inches.
