do i need this kit or just the motor, if i do is this the proper kit?

Since the Kwikee steps on your 2003 Navigator where made prior to October of 2004 you can use replacement motor # LC379608 because it pre-dates the integrated motor and gear linkage or IMGL.

If you want to update the steps to the newest system use # LC379145.

Yes, the Replacement Pigtail Adapter for Kwikee Electric RV Steps - 2 Wire - 6" item #LC369413 is the correct replacement adapter for the LCI 366043 motor that goes with the 32 Series Kwikee RV Electric Steps item #LC3722617.

My contact at Lippert technical confirmed that two washers, not four, are supplied with the Kwikee Step Gear/Linkage with A, part #LC379160. Typically only two of the four mounting holes for this part will require the shim washers.
