Question:
I have a 1999 ford super duty f350 quad cab and 8 ft bed and want to keep spare tire in same place. Will this fit?

For your 1999 Ford F-350 Super Duty, I would actually recommend you get a Draw-Tite Trailer Hitch, part # 41922. This hitch is designed to specifically work on your vehicle, and would allow you to keep your spare tire. I attached installation instructions for this product below for you to check out also.
Ultra Frame Trailer Hitch Receiver by Draw-Tite, part # 41938, that you referenced is designed for trucks that are cab and chassis models without truck beds. Since your truck has an 8 foot bed, this would not work for you.
