Will Swivel Jack Handle Move When in Stowed Position?

Question:
When the jack is folded for travel, will the handle free float down or is it stiff enough to stay away form the road side? I am trying to decide if a top winding handle would be better for storing so the road does not hit the handle while driving.

The handle for the Square Pipe Mount Swivel Jack, # TJDP-7000S-B, is going to be stiff enough that it will not free float. For example, if you refer to the picture I've attached, you can see the handle sitting in an upright position. You can also take a look at the video I've linked, and at about the 1:30 mark, you will be able to see the handle being used and then come to a stop without falling back down
