Hi! Will the Malone RunWay 3 Bike Rack - Spare Tire Mount - Folding Arms Item # MPG2148 fit my 2007 Rav4 V6?

While there are spare tire mount bike racks that will fit your 2007 Toyota RAV4 the Malone RunWay # MPG2148 will not due to the spare tire cover. You would have to take off the whole spare tire cover so all that is left is the spare tire and then you could mount this rack.
What I recommend is a rack that mounts using the same location as the spare tire such as the SpareRide # Y02599. However, the available racks that do fit, like the SpareRide, hold 2 bikes maximum.
To carry 3 bikes I recommend installing a trailer hitch, # C13149, and then using a 3-bike hitch mounted rack such as # S63365. I have linked videos on the trailer hitch and rack for you.
