The proper tire pressure for trailer tires regardless of size is the maximum posted psi on the tire. Trailer tires are designed to function best at that max psi.
For instance, the Karrier ST175/80R13 Radial Trailer Tire with 13" White Wheel - 5 on 4-1/2 - Load Range D # AM31985 is designed to have it's maximum load capacity at 65 psi. This max capacity is determined by the manufacturer based on the ply rating, the load range, and the tread depth of the tire.
