I believe the connector you found is the connector you will use to plug in the wiring for your 7-way connector. There should be a wiring connector along the drivers side frame rail at rear of truck between the rear wheel and the rear of truck (see FAQ and video).
To install a 7-way on your 1999 Ford F-150, you will need Ford Replacement OEM Tow Package Wiring Harness, part # 118242, which includes all necessary adapters and fuses. Before installing part # 118242, you will want to disconnect the negative battery terminal. Then begin by plugging part # 118242 in-line with the plug on the frame rail of your F-150. Then you will need to connect the ground wire and plug the included fuses and relays into the fuse block under the hood.
For the installation of a brake controller, you will need the Ford wiring harness that will plug into the vehicles brake controller port found under the dash, part# 3035-P. The other end of the adapter will plug into the back of the brake controller.
If you do not already have a brake controller, I recommend the Tekonsha P2 Brake Controller and Wiring, part # 90885.
I have linked and FAQ on brake controllers for 1997-2004 Ford Trucks which illustrates the location of the plug for a 7-way. I have also linked a video installation of a brake P2 Brake Controller and Ford OEM Wiring Harness, part # 118242, that you may find as a good reference. Instructions for the Tekonsha P2 Brake Controller and Adapter, part # 90885-3035P are also linked.
