It sounds like the brake controller is possibly going out and would need to be replaced. You can do some troubleshooting to make sure. I have attached a link to a helpful article that explains how to troubleshoot a brake controller you can check out.
First inspect the trailer connectors on the vehicle and the trailer for any signs of corrosion or rust and clean as needed. Make sure there are no damaged wires for the connector and the trailer wiring is good as well.
Then, you will need a circuit tester like part # PTW2993 and with the trailer unhooked have someone go through the functions while you test the trailer connector pins. If everything checks out then plug the trailer in and check the wires at the back of the trailer connector on the trailer side to make sure you are showing current.
If the wiring and connectors are all in good working condition then it sounds like the brake controller needs to be replaced.
