Yes. The Curt Trailer Hitch Receiver - Custom Fit - Class I - 1-1/4" # C11474 is a confirmed fit for your 2008 Volkswagen Jetta 2.5l manual.
You will also need a ball mount like the Sportframe Drawbar 2-1/8" Rise or 2-3/4" Drop 2000 lb Kit # 3593, along with a 1-7/8 inch hitch ball like # 19256.
For your trailer wiring, I recommend the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118667. This simple T-connector has plugs that install into your factory wiring behind the tail lights. Then you just run a power wire to the battery and the ModuLite power module will protect your factory wiring from overloading your electrical system.
This is all you need to be ready to tow your little guy trailer.
