Question:
I see how to use the wire to get the bolt in place...but how do you tighten the bolt since you cant get a wrench on the top part of the bolt. Thank you

The bolt and washer that are inserted into the frame will act as the wrench on the top part of the bolt. The bolt itself is a carriage bolt which has a square notch in the bottom of the head and the washer has a slightly larger square notch in it for the bolt to sit and this will prevent the bolt from free spinning when attaching the nut. You will want to hand tighten the nut before using a wrench to secure it down. If you watch the attached video at 2:21 minute mark you can see the installer check to see that the bolt and washer have lined up properly.
The manufactures bolt that gets re-inserted will already be in a pre-threaded location, so you will not need a wrench to secure the nut side down here either.
