The # TH1500052333 package has the replacement endcap and does not include a locking screw you asked about.
If you have lock cores on the legs of your roof rack you can order a lock core. Just type THLOCK in the search box with the 4 digits you have on your key, so if you have a key with N003 on it you would type # THLOCKN003 for the replacement core.
If you are looking for the plug that fits in the hole on the replacement endcap that would be part # 8524023006.
