Is it necessary to use a torque wrench to install this hitch? What is the torque spec?

Yes you should torque the bolts down properly with a torque wrench. Torque wrenches can be found at any store that carries a good selection of automotive tools.
The torque rating for the bolts with this hitch, currently, are listed for 76 Lb.-Ft. This number can change if the manufactuerer changes hardware or if Mazda were to adjust the frame, so always check the instructions included with the hitch for torque rating.
