HI I WAS WONDERING IF I CAN TOW A LOADED CAR HAULER USING A TOW RECEIVER THAT HOOKS UP TO THE FARCTORY SPARE TIRE FRAME OR DO I NEED TO GET THE TOW HITCH THAT REPLACES THE SPARE TIRE FRAME? ANY INFO WILL BE APPRECIATED. THANKS

On the 2011 Dodge Ram that structural bar isn't a spare tire frame, it is a cross member that links the two frame rails together so it is very strong. This is also where Dodge welds on the factory hitch for trucks that have it.
The hitch you choose, no matter where it installs, needs to have the capacity to handle the loaded car hauler. The truck also needs to be rated high enough. The highest capacity hitch for the 1500 series is # C15572 rated for 1500 pounds tongue weight and 15,000 pounds gross trailer weight. For a 2500 or 3500 series I recommend B&W hitch # BWHDRH25211 rated for 1,600 pounds tongue weight and 16,000 pounds gross trailer weight.
