Yes, the Curt trailer hitch # C11375 for your 2014 Scion tC comes with the installation hardware. I have included a link to the installation instructions for you.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements.
