Can Hooks on Thule T2 Bike Rack Clamp Down on Bike Frames Instead of Tires

Can the shepherd hook lock into the frame of the bike? All 4 of my bikes have fenders and 2 have baskets so it would be difficult to lock the hook to the front of the tire. Please advice.

The Thule T2 Pro XTR bike rack # TH83JV is designed to hold onto the tires of the bikes and not the frame so it would not be a good option for bikes with fenders or baskets. For a platform style bike rack that does have hooks that clamp down on the frame I recommend the Hollywood Racks Sport Rider, # HR1400Z.
