Whats the shortest hitch ball mount distance you sell for a 2in? From mounting hole to hitch ball?

The shortest of these is the Curt Ball Mount # C74WR. This aluminum ball mount measures 8-1/2-inches from the center of the hitch pin hole to the center of the ball hole. It offers either 2-inches of drop or 1-inch of rise. Tow rating is 8K and tongue weight is rated at 800-lbs. A video is linked for you.

The mounting hole dimensions of the Brophy Rope D-Ring Tie-Down Anchor #SS15-C that you referenced is 7/16 inch by 7/16 inch. Best option would be to use a carriage bolt with shoulders that match that dimension and you'd be set.

3/4 inch plywood will be fine as long as it is properly installed to the floor of your trailer and your motorcycle isn't a 1,200 lb monster like a Goldwing. I would recommend using an anchor plate below the plywood like the part #e96RR.
