Can a 4.8-12 load range B trailer tire and rim be replaced by a range C tire and rim. B was original equip. on Easy Loader trailor.

Yes, you can use a load range C tire instead of a load range B tire as long as the new tire and rim are the same size and have the same bolt pattern as the old tire and rim.
In this case, the potential new tire you reference, Kenda 4.80-12 Bias Trailer Tire with 12 inch White Wheel, # AM30660, has the same tire size (4.8-12). It is on a 12 inch diameter by 4 inch wide wheel with a 5 on 4-1/2 bolt pattern. As long as those dimensions match your existing tire and wheel, you can use this tire and wheel.
