could you install this adapter with the receiver under the bumper instead of on the top. will be using it to haul bikes only .

One option we have for mounting a receiver under the bumper of your RV is the RV Bumper 2 inch Trailer Hitch Receiver, item # E-100. The only problem I see with the location you are suggesting is the distance from the bottom of the receiver to the road surface. If there is not enough clearance the clamp on hitch, bike rack shank or bikes themselves may make contact with the road and damage one or all of the components including the RV bumper.
I spoke with my contact at Swagman and was informed that the RV 2 inch Receiver Bumper Mount Adapter, item # S64025, cannot be mounted underneath of the bumper because the bolts included with the receiver are not designed to handle the tongue weight required of it in that position.
Many RV and motor home bike racks (see link) state the ground clearance needed when bikes are installed on the rack behind an RV.
The RV Bumper 2 inch Trailer Hitch Receiver with Anti-Rattle - Clamp-On, item # S64025, is designed for use with up to a 3-bike rack only and is not to be used for towing.

Great answer to a question I had as well. So here is one more. I cant mount mount on top because of a spare tire.Can this be mounted on top, off center like maybe six inches? This is for a small pop up trailer and only for bikes. Most I will ever carry will be two. Mostly one.
