Yes, the Reese Sway-Control Bracket # RP26003 that you referenced will fit with a 2-5/16 inch hitch ball. The confusion may be that this is designed to fit 2 inch ball mounts. That means ball mounts designed to fit 2 inch hitches.

As long as the diameter of the shank of the ball is 1 inch this will work fine with it. I attached a link to a page that has all of the 1 inch diameter shank 2-5/16 inch hitch balls we carry.
