Troubleshooting Bolts that Wont Thread into Vehicle Frame for Hitch Install

Question:
2004 Honda odyssey. It say on instructions 18 mm wrench but I had to use a 19 mm wrench. I have 19 mm bolts that will not fit into the holes. Are they supposed to be 18mm bolts????

Before we determine that you have the wrong size install bolts you need to make sure that the bolts not fitting isn't due to the weld nuts of your vehicle being dirty/corroded and that is why they won't fit.
Typically on vehicles that have seen a few winters the weldnuts can be a bit dirty/corroded so bolts will not just thread right into them. Check out the links I attached that detail how to clean the weld nuts.
