I have an 2009 grand caravan se. I need to have a top ball height of 20 inches. The trailer will weigh 2000lbs. Can I pull that with this van

To be able to tow 2,000 pounds with your 2009 Dodge Grand Caravan you will need to have either the 3.8 liter or 4.0 liter motor and the vehicle will need to be equipped with the factory tow package. Then at the very least it can tow 3,000 pounds with 6 to 7 people and luggage in the van.
I have included a picture of 2 pages from the owners manual showing the different capacities based on how the vehicle is equipped. If you are not sure if your van has the tow package you can ask a dealer to run the VIN in their system to see how the van is equipped.
For a trailer hitch you can use Draw-Tite Class III hitch # 75579. When this hitch is installed it measures approximately 12 inches from the ground to the top of the receiver. Rise or drop needed requires a couple of measurements to determine the correct ball mount.
You would measure from the ground to the bottom of the trailer coupler (with the trailer level) to see how much more or less it is than that 12 inch measurement. We do measure to the top of the ball because the coupler will go around and cover the ball. So we measure to the ball platform on the ball mount.
Based on you mentioning you needed at ball height of 20 inches, I anticipate that a ball mount with a 6 inch rise, such as # C45090, would be ideal. For a 1-7/8 inch ball use # 63851, for a 2 inch ball use # 63845 and for a 2-5/16 inch ball use # C40007.
