Removing Wiring Harness Cap to Install # 118491 on 2010 Honda Pilot

Question:
Im having trouble removing the protective cap under the bumper of my vehicle. Its the plug in to which the the actual harness is to plug into. I squeeze the back of the connector and can feel the plug begin to release, but it will not come out. Am I doing something wrong?

There are two tabs on either side of the cap, with the tabs released apply a rocking motion back and forth. You might have to keep at it for a bit, but the cap should come off. Avoid using brute force like pliers, if those tabs are damaged the plug will not be seated correctly when plugged in.

How does one release the two tabs and get them to stay released and pull the cap off? What a stupid setup and why did the vehicle not come with a harness with a tow package?
