What Size Socket is needed to Tighten Bolts on Reese Round Bar Weight Distribution Head

Question:
Hi, what size of spanner, socket should I have to unbolt it? Is it 1 3/8? And what is the recommended torque to tighten? Thanks!

I went out to the warehouse and the large 3/4 inch bolts used on the Reese round bar weight distribution head # RP58112 require a 1-1/8 inch socket or wrench.
