This is a hitch step from Blue Ox. The pins on the step are too short and one of the pin clips is broken. The clamshell 2-5/16 converter is hokey.
Inspect each clip for damage and proper spring tension. If a pin clip is broken, replace it before use. Push the clip fully into the pin groove and tug by hand to verify it won't shake loose. Re-check clips after your first short drive or test step.
Close the clamshell 2-5/16 converter and feel for a solid, precise engagement. If it feels loose or hokey, do not load it until you resolve the fit. Verify the latch fully locks and stays shut when pulled. Check for any play after securing to help prevent movement during use.
Confirm the pins pass completely through the step and receiver. Make sure the pins aren't too short to reach the clip holes. Check that there's visible room for the clips to seat in the pin groove. If a pin doesn't fully engage, reposition the step or use the correct pin before loading weight.
