You mentioned that the rack did not fit and I wanted to ask a few questions. How did it not fit? Does your truck have an over-the-rail bed liners, tonneau covers, or factory-installed tracks.

Can Thule TracRac Ladder Rack Install in Truck Bed with Bed Liner
The Thule TracRac # TH14750 will mount to your truck with a drop-in bed liner, but for best results, the bed liner should be trimmed away where the ladder rack attaches to the bed floor and the side of the bed so the rack's bolted directly to metal. If the notching the bed floor isn't feasible, and least have the bracket attached to the side wall touching directly to the metal bed side. Having the bed liner sandwiched in between will cause the ladder rack to loosen over time.

The TracRac TracONE adjustable ladder racks are not a fit for the 2004 Toyota Tacoma. TracRac has 2 options for your truck but only one that mounts to the bed; # TH14750. Thule has an adjustable option that will fit, # TH500XT. In order to install it or any rack that rests on the tops of the bed sides the bed liner would have to be trimmed away so that it only goes up to the underside of the tops of the bed rails but does not wrap up and around it.

The 5/16"-18 x 1-3/4 tap bolt and 5/16"-18 x 1-1/2 fully threaded bolt included with the Thule TracRac Contractor Truck Bed Ladder Rack # TH14750 would be enough to mount the rack to your Tacoma's bed.
