Item # TH14750 When installed, can the upper leg portion be removed leaving the base hidden inside the bed?

Yes, if you removed the set screw from the Thule TracRac Contractor Truck Bed Ladder Rack # TH14750 that I attached a picture of you will be able to remove the upper section of the rack.
