Question:

Does this recessed anchor include weep holes in the bottom of the pan to allow rain water to drain?

I have another solution but the Brophy Swiveling D-Ring Anchors part # RR6K-4 do not have weep holes designed into them. I agree that they are a great idea and should have them. I have installed these in the past and drilled my own holes to ensure proper drainage I then touched up the holes with clear spray paint to help keep rust away.

The other option which does have weep holes to drain water and has the same capacity but you lose the Swiveling aspect is the etrailer D-Ring Tie Down Anchor part # RRING-Q6000 this one can be used with the Backing Plate part # BP05 for maximizing the capacity as well. You will want 4 - 3/8" carriage bolts and 3/8" nylon lock nuts for each one to complete the installation.
