Part # RR6K-4 when properly mounted to a cargo trailer floor will the components of these d-rings hold up to be used to hold a vehicle in place while traveling?

Each of the Brophy Swiveling D-Ring Anchors w Backing Plates and Hardware # RR6K-4 that you referenced has a capacity of 2,000 lbs. If you used more than one you'd have enough capacity for most vehicles since the capacities essentially combine. Since this is a set of 4 this kit would easily have the capacity for securing a vehicle assuming they are installed properly and you were using a strap strong enough.
The Erickson Ratchet Strap part # EM78627-MS would be a great strap to use with this since it has a capacity of 3,300 lbs per strap.
