I installed a set of these D-rings and I am not sure how much torque needs to be applied to the nuts and bolts.

There isn't a set torque figure to tighten the install hardware of the Brophy Swiveling D-Ring Anchors w Backing Plates and Hardware # RR6K-4. Your best option would be to get them hand tight with appropriate tools when installing everything.
