  I spoke with my contact at Curt and he said the Class II Drawbar, # C45014, has not been tested for use in the drop position. They only test it for the rise position.   It sounds like you are looking for a 1-1/4" ball mount which has a 4" rise. If that is the case then I recommend the Curt Drawbar part # C45021 which is the shortest we have available at 9" long.   Ball mount # 36078 has a drop of 4-3/4 inches. This ball mount is designed for Class II hitches with a 1-1/4 inch receiver. If you have a Class I hitch this ball mount may not fit depending on the brand of the hitch.   Good question. I went out and measured the ball mount, part # 36078, myself. It's 7-1/2 inches from the pin hole the hitch ball hole. You can actually see the measurement taken in the video I linked for you. If you don't have a hitch ball to fit already part # 19254 is a 1-7/8 ball and part # 19258 is a 2 inch ball. Both have a 3/4 inch diameter shank to fit the ball mount.

  Some lighter-duty ball mounts such as the Class I Draw-Tite # 3594 cannot be used in the drop position because there would not be enough room for the coupler to get around the hitch ball. The short part of the shank would prevent this.
