  Hey Fred, yes you could remove the ball of the Curt ball mount part # C43JR, flip the ball mount over, and then reinstall the ball to use it as a rise ball mount instead. For basically the exact same thing but for a 2 inch hitch you would want the Curt ball mount part # C45332.

To accommodate for suspension sag you might go with a little bit less of a drop but 4 inches really would work well still.   I believe what you are needing for your older military trailer is a 2-5/16 inch hitch ball like the Draw-Tite # 63840. Based on my research it looks like some people refer to this size as a 2-5/8 inch unit, but there is no such thing as an actual 2-5/8 inch hitch ball.   We have the Draw-Tite Ball Mount for 2" Hitches # 40331 which is similar in that it has a 4 inch drop, has a 16k capacity but is 9-1/4 inches long which makes it about an inch longer. For hitch ball you'd then want the Curt part # C40085 and you'd be set.
