  For hard to drill metal surfaces I recommend a rotabroach bit. We have several of these, see link, but they will probably be too large for for a 7-way mounting bracket. You can also try to use self-tapping screws like # 1172904 instead of drilling. For adding new wiring and brakes, I have included a link to a video that should help.
