The correct hardware to mount the Optronics License Plate Holder # LP35BB mostly depends on the type and thickness of the surface you want to mount it on.
This plate holder has 4 pre-drilled holes for mounting and these are hidden by the plate once it is installed. For most installations a 1/2-inch long # 6 stainless steel screw like # 1172904 is fine. Stainless steel is preferred to avoid the risk of corrosion.
