Can Surfboard be Secured to Top of Cargo Basket

Can this support strapping a surfboard onto the basket somehow while it is attached to the roof rack of a vehicle?

You could technically secure a surfboard to a rooftop cargo basket like the Rhino-Rack XTray # RRRMCB03 that you referenced with tie-down straps but it's not the best solution. Any time you are transporting something like a surf board that's longer than the vehicle's roof you want it to be as low as possible. Mounting the board on top of the carrier will put it higher up, creating a bigger potential for wind to catch up under it during travel and put quite a bit of strain on both the load straps and the basket.
If you only plan on traveling a short distance with the boards and you will stay at lower speeds then this can be done. Otherwise I strongly recommend removing the basket and securing the board directly to the roof rack crossbars using pads like # RRRWP05, which include the needed tie-down straps as well.
