Are there any roof top cargo baskets out there that can accomadate a bike rack inside the basket?

Yes there are!
For the type of basket you're looking for I strongly recommend the Rhino-Rack XTray Pro Cargo Basket # RRRMCB03. This unqiue 58-1/4 inch x 41 inch basket features two integrated fork blocks that allow you to mount 2 bikes with 12 mm x 100 mm thru axles right inside the carrier. Additional aluminum sleeves like # RRRBCA039 for 9 mm x 135 mm thru axles are available to allow for different sized bikes.
The basket itself has a robust 165 pound weight capacity and is compatible with all roof crossbar styles. I have attached a short video demonstration that you can check out as well.

Are there any shovel & hi-jack mounting brackets (combo or individual mounting hardware) made by Rhino-Rack or a third party, that will work with the Rhino Rack X-Tray products (small, large or Pro)? I am looking for a solution that would mount directly to the basket, not the rails (I do not like the aesthetics created by offsetting the basket to accommodate the shovel/jack mount on the rail). Your time, energy and consideration would be greatly appreciated.
