Yes, the Rhino-Rack Roof Mounted Steel Cargo Basket, # RMCB, will fit the factory roof rack on your 2015 Jeep Compass. This basket will mount on crossbars having a 21 to 30 inch spread and measure up to 3-1/2 inches wide and 1-1/2 inches tall.
As for a stretchable tie down web, I recommend going with the Stretchable Net and Tie-Down Straps, # RLN1-RTD4. This will not only give you the web/net but also 2 - 13ft tie-down straps to help anchor your gear to your cargo basket. If you already have tie-downs and only need the net, you'll want part # RLN1.
