I found a tag on the axle. They are Dexter Axles rated at 5000 LBS MAX CAP each-Serial # 20233993, MOD 5000, S.L.R. 13.3. Number 8-201 on hub.

Based on your information, your 1996 Fleetwood Terry 5th Wheel needs the Electric Trailer Brake Kit, Item # AKEBRK-7-SA. This kit has self-adjusting left and right hand assemblies that includes adjuster plugs. These fit 14.5 inch to 16.5 inch wheels.
