The Curt Bracket Kit part # C16448 that you referenced does not come with any rails at all. For a set of rails to go along with this kit you would want the part # C16204.
This rail kit is compatible with Reese hitches as well as Curt, Draw-Tite, Hidden Hitch, Valley and Husky.
