Are There Special Processes Required to Prime/Paint Single Axle Trailer Fender part # HP89VR

Question:
I bought a pair of F7X28-1RBS fenders and had them installed. The installer primed the top surface already and I do not have any idea how he treated the metal. Can I just prime and paint the undersides now or do they take special treatment to do so?

As long as the metal of the Single Axle Trailer Fender part # HP89VR is clean it would be totally ready for primer and paint. No special treatments or processes needed at all.
