It appears that the grounding connection is jumpered through the connector on the back through the tab over to the mounting hole. If I am mounting the light on a plastic fender, am I to assume that I need to use a bullet connector in the back and run it over to a metal ground ?

You are correct that the Optronics Thin Line Sealed LED Marker/Clearance Light # MCL-91AK that you referenced will require a jumper ground wire to be run to a metal portion of your trailer frame if it is installed on a plastic surface. You will want to use a ring terminal like # DW05740-1 to make a solid ground connection to the trailer frame. Sanding off any paint from the grounding spot will help ensure a good connection.
